Can you fix it yourself?
You can keep the external glass clean with a blower and a microfibre cloth, and that is worth doing. Internal dust is a different matter: it sits on elements deep inside the barrel, so there is nothing to clean from outside. Blowing compressed air into the gaps of the zoom barrel tends to drive more dust in, not out. Reaching the affected surfaces requires partial disassembly of the lens, which we do not recommend attempting at home.
How we repair it

Having confirmed it was a straightforward cleaning job, they opened the lens and used a medium-pressure compressor to blow the dust off the elements, then cleaned the glass with a synthetic cloth moistened with isopropyl alcohol.
